Responsible AI & Digital Governance
Dr. Steven Sam is a Lecturer in Computer Science and researcher specialising in responsible AI, digital governance, and human-centred computing. His research explores how artificial intelligence and data-driven systems operate in complex, real-world environments, with a particular focus on ensuring they are not only technically effective but also accountable, transparent, trustworthy, and aligned with societal values.
His work addresses one of the defining challenges of the digital age: bridging the gap between responsible AI principles and their practical implementation. Rather than examining how technologies are intended to function in theory, he investigates how they perform in practice, within organisations, public institutions, and communities where governance, ethics, regulation, and human behaviour intersect.
Dr. Sam adopts an interdisciplinary approach that combines responsible AI, human-computer interaction, data ethics, ICT for development (ICT4D), and digital governance. This enables him to develop practical frameworks and evidence-based solutions that support the responsible design, deployment, and governance of emerging technologies across diverse cultural, organisational, and regulatory contexts.
His research spans a range of high-impact domains, including healthcare, agriculture, education, public services, and international development. A significant part of his work focuses on low-resource and emerging economies, particularly across Africa, where he investigates how digital technologies can promote inclusion, strengthen governance, and improve public outcomes while recognising local realities and societal needs.
Dr. Sam is the founder and co-leader of the Computer Science for Social Good research initiative, an interdisciplinary community that brings together researchers, practitioners, and students to address societal challenges through responsible and innovative uses of technology. He has collaborated with universities, industry partners, government agencies, and international development organisations on research projects requiring both technical expertise and contextual understanding.
Beyond academia, Dr. Sam extends the impact of his research through Cendory Digital, where he advises organisations on responsible AI adoption, AI governance, ethical risk assessment, data governance, regulatory readiness, and organisational capability building. By translating research into practical guidance, he helps organisations move beyond high-level AI principles to implement governance frameworks that are actionable, measurable, and effective in real-world settings.
Through his research, teaching, consultancy, and public engagement, Dr. Sam’s mission is to advance trustworthy AI and digital innovation that benefits people, organisations, and society.
